Victorian Regulator Appoints New Chair from Within the Organization

Christopher O’Neill has ascended to the role of chair at the Victorian Gambling and Casino Control Commission (VGCCC), marking another significant change in the regulator’s leadership team.

This new appointment represents an advancement for O’Neill, who joined the Australian state’s regulatory body as a commissioner in October 2022. His promotion follows Fran Thorn’s departure as the inaugural chair, a position she held since January 2022.

Before joining the VGCCC, O’Neill amassed 45 years of experience with Victoria Police, reaching the role of acting deputy commissioner in 2016. Throughout his distinguished law enforcement career, he received numerous accolades, such as the Australian Police Medal, National Police Service Medal, National Emergency Medal, National Medal, and the Victoria Police Service Medal.

Melissa Horne, the minister responsible for casino, gaming, and liquor regulation, praised O’Neill’s capabilities, asserting that his background suits the needs of VGCCC’s future direction. “I am pleased to congratulate Mr. O’Neill on his appointment as chairperson of the VGCCC. His expertise gained from his work with the commission and Victoria Police brings essential skills to this role,” she stated.

“The gambling regulator has gained significant strength since its re-establishment in 2022, and O’Neill’s leadership will ensure that these critical reforms continue to be implemented,” Horne added.

Regarding Thorn’s contributions, Horne expressed appreciation, saying, “I thank Fran Thorn for her exceptional service, dedication to minimizing gambling harm, and efforts to enhance the integrity of the Victorian gambling sector.”

O’Neill’s appointment coincides with the recent announcement by VGCCC CEO Annette Kimmitt that she will step down from her position in March 2025 to dedicate more time to her family. Although retiring from her full-time executive role, Kimmitt will continue serving as a non-executive director on the boards of investment entities Trawalla Group and Mirrabooka Investments.
