Brazil’s gambling board hears suggestions on Regulatory Agenda 2025-2026

The Prizes and Betting Secretariat of the Ministry of Finance (SPA-MF) held its first public hearing, virtually, to develop the Regulatory Agenda of the Secretariat for the 2025-2026 biennium. The hearing is part of a public consultation that will run until March 27, aimed at listening to the population, companies in the sector, consumers-bettors, professionals, and all interested members of society. Among the concerns raised by the participants, who numbered over 200, were issues such as responsible gaming and combating illegality.

At the end of the hearing, the secretary of Prizes and Betting at the Ministry of Finance, Regis Dudena, commented that the participants’ statements closely align with the ideas of the SPA itself, including “some suggestions for new things, new solutions to identified problems,” he said.  

Among the 45 comments made by participants in the hearing, notable concerns included issues related to responsible gaming, combating illegality, and worries about other regulated areas.

In this first year, according to the secretary, the SPA has sought to address various sectors, but especially the fixed-odds betting sector as a lottery modality, which still required special attention from the State. The objective, in this case, was to correct “the historical error of the country in legalizing an activity without understanding the relevant issues and the regulatory problems; without considering and positioning solutions . . .” he said.

Regis Dudena explained that the spoken comments from the public hearing on Friday, as well as the written submissions received, will be carefully considered. On April 4, the final report of the public consultation will be released, which will outline the objectives for the last three quarters of 2025 and throughout 2026.

The proposed regulatory agenda put forward for public consultation features 14 key projects that the SPA/MF aims to develop in 2025 and 2026. Each project is linked to a specific objective and falls under at least one of three main themes: the promotion of responsible gaming, the creation of a balanced regulatory environment and strengthening national regulation and oversight. Members of the public can submit their contributions until March 27 through the Participa + Brasil platform.
