Texas is one of the few U.S. states with strict gambling laws, but that hasn’t stopped lawmakers and lobbyists from pushing for change. While past proposals have failed, gambling supporters are expected to make another push this legislative session. One option is a sports betting bill that gained momentum in 2023 after passing the Texas House. Las Vegas Sands, a major casino and hospitality company, is also lobbying for destination resorts in major cities.
However, any expansion needs approval from two-thirds of both the Senate and the House, followed by voter approval in a statewide referendum. Despite challenges, support for legal gambling is growing. Lobbyists argue that the public should be permitted to express an opinion. Moreover, a poll suggests that 60% of Texans support online sports betting, and 73% support destination resorts.
Opponents, however, remain firm. Texans Against Gambling, a coalition against legalization, argues that gambling does not create lasting economic growth. They call it “economically regressive” and a threat to the state’s economy. With just one month left in the session, lawmakers must decide if they will push forward with legalization efforts.
