Paraguay’s gambling board collected US$24 million in 2024

From January to December 2024, the National Gaming Commission (Conajzar) collected G. 175,768 million (approximately USD 22.4 million), marking an 11% increase from 2023, according to the Ministry of Economy and Finance (MEF). Carlos Liseras, president of Conajzar, indicated that with the commission now under the National Directorate of Tax Revenue (DNIT), they expect to significantly boost collection, aiming to exceed G. 500,000 million (around US$63.3 million) in 2025.

“The DNIT has the infrastructure and logistics to confront the scourge of illegal gambling. In December we closed with more than G. 175,000 million, and with the merger with the DNIT, that collection will triple,” said Carlos Liseras in an interview with local radio.

The announcement comes as Conajzar is set to undergo significant changes with the enactment of Law 7483, which revises the legal framework for gambling operations. A major shift will see Conajzar transition to the National Directorate of Tax Revenues (DNIT), granting the agency enhanced oversight powers to tackle irregularities in the gambling sector and address illegal gambling activities.

The move will provide the agency with more resources to combat gambling addiction, particularly related to illegal slots as a new department will be established specifically to address problem gambling.

Additionally, the new law will end the monopoly on sports betting and lotteries in Paraguay. Under the revised regulations, up to three physical or legal entities will be permitted to operate in these sectors, replacing the previous system where only one entity had control.
