Thailand’s Senate rejects the government’s casino proposal

Thailand’s Senate has axed the government’s draft bill to develop a casino sector as part of integrated entertainment complexes, saying it had concerns regarding social impact, economic unrest, and national security, although the topic is likely to be revisited in 2026.

The bill was reviewed by a special Senate committee chaired by Senator Dr Veerapun Suvannamai, who claimed casino legislation might increase vulnerability to money laundering and erode public trust.

Senator Chinachot Saengsang said: “The casino is not a side feature; it’s the core of the proposal. If the new government includes casino legalisation in its policy platform, it risks undermining public confidence and long-term governance.”

The proposal had attracted interest from seven top-tier casino operators, including Wynn Resorts and MGM Resorts. The government had hoped to allow seven integrated casino resorts across the country with three projects destined for construction in Bangkok. Each casino project would have cost between US$6.2bn to US$9.3bn.
